1834 – 1869 In strictly
economic terms, there was little incentive for any working
class education in the first half of the 19 th century. The
number of people needing to be able to read and write in order to act in a
supervisory capacity was growing as the Industrial Revolution

opportunities for the employment of children discouraged parents from

The great majority of the ruling
classes believed the sole purpose of popular education was to fit people for
the station in life into which they were born. The rich had “public”
schools and education for gentlemen; the poor were given only practical
training for manual work and sufficient religious teaching to
know that the social order was the will of God. Ignorance of
book-learning was the safest policy for the working class, lest revolutionary
ideas were encouraged, and so limiting their education was a form of social

The prevailing laissez-faire ideology
complemented these economic and social motives, as the state was happy not to
intervene. Education was left to voluntary initiative, with churches
being the main providers. Although there was some government
involvement after 1833, the modest first grant of £20,000 was to encourage
rather than replace voluntary effort because the money could only be used if

The government grant increased to
£125,000 in 1848 and then to £800,000 by 1861. These substantial sums
gave the government an incentive to oversee expenditure and so encouraged

The focus was beginning to shift
from questions of moral control and religious instruction to political
need and the national interest , with 1867 proving the turning

1870 Education Act established a national system of compulsory state education
for all children aged 5 to 12. Teaching emphasised the importance of

democratic society. The Act was, therefore, passed partly in response

Within weeks of the Education Bill
being submitted to Parliament, in 1870, Prussia's literate army triumphed
over France's relatively illiterate army – adding military to
industrial efficiency as a motive for reform and so education became a matter
of political rather than moral or religious urgency for the first time.
Education becoming a matter of national interest was a
significant ideological change but Britain was not yet ready to

Although quite widely resented and
resisted by parents (largely due to the loss of child earning potential),
most of Britain's children were receiving schooling by 1881 and the 1901
Census Report noted a substantial drop in illiteracy. But was this
enough in a changing society in which Britain's foreign economic
competitors, such as Germany, were providing a wider range of secondary and
technical education? Some local school boards, which were responsible
for rate-funded elementary schools, had already started to provide limited

This Act established the basic framework of education administration

The inter-war years The 1918
Fisher Education Act provided universal free primary schooling and raised the
school leaving age to 14. Abolishing fees removed a significant barrier
to working class participation. Thereafter, however, economic
difficulties limited the expansion and improvement of the education
system. Education suffered severely from expenditure cuts in the 1930s,
especially building improvements, as reducing the role of the state had a
higher economic and ideological priority than

A series of commissions of enquiry
headed by Hadow reported in 1926, 1931, and 1933. The division between

reported that ”Ignorance” was one of the “five giants” standing in the way of
social progress and it was unique in being the only “giant” tackled before
the end of the war. In tune with Beveridge's commitment to universal
provision, the 1944 Education Act established a free, national education
system under the direction of a Minister of Education and raised the school
leaving age to 15 (implemented in 1947), with the further intention to raise
it to 16 in the future. Secondary as well as primary education was,

Overview The
education of the working classes throughout the whole period was not so much
for their own benefit but for the good of those in society with a vested
interest in preserving their privileged economic and social
status. Britain's national economic interest required
little in the way of working class education in the mid 1800s but by the end
of that century elementary education for all was established and tentative
moves towards secondary education were underway. The increasing pace of
technological advance required a more skilled workforce and, for Britain to
be economically competitive post-World War II, universal
secondary education was essential. Thus the 19 th century
saw an ideological retreat from laissez-faire and the 20 th
